Too tasks for the XIII Congress Messive

by Mouloud Said
Haddamin
In essence, the next congress of F. XIII Polisario is called upon to settle questions of different political and legal nature.
First, it affects the very organization of the Polisario, the second, the Sahrawi National Liberation Movement and the third, the Sahrawi Arab Democratic Republic. That is, three edges of the same body.
First, it affects the organization itself F. Policy Polisario, imposes the need to adapt the Organization to POLISARIO times. In less than three years, we will celebrate the 40 anniversary of the Polisario and like any human endeavor, at that age, you need some revision. Changes of all sorts and conditions experienced by the Saharan society, both in exile and the Occupied Zone, require the remaking of the Polisario. It is unacceptable that 40 years later, continue with the same structures and, above all with the same figures.
The Second, more fundamentally, to address the issue of our destiny. It is clear that the current course events do not conform to our demands. The International Legality assists us if we choose to resume the armed struggle. It does not seem sustainable, at least in the long run, leave our fate in the hands of institutions that "clearly demonstrated, is" do not have the slightest intention to settle the conflict. Or, in other words, how long we will support that MINURSO is the true guardian and protector of the Moroccan invasion? The question of the process of negotiations or the resumption of military hostilities can no longer be hijacked by a small group of Sahrawi National Secretariat. The Congress, while the supreme authority, must set limits to the capacity of this Secretariat on both issues.
The third issue, and no less delicate, affecting the issues raised by the excessive prolongation of the conflict. Initially, the exile, the organization of refugee camps and the Administration on Algerian soil, were only an interim solution. But the ideologues of the time, did not calculate the consequences that could arise from an excessive prolongation of the conflict. Consequently, the camps have been bigger, the citizens, even in a climate of war or quasi-military, have acquired rights and increasing the ceiling of their demands, so that the system, initially tentative, can not sustain such a situation. The most visible aspects of our state (SADR), have acquired a degree of gigantism that no longer fit in the shirt of the Polisario. Inevitably, require structures of a state for its management. The management of education, health, administration, army, outdoors, etc, etc, etc, are issues that, today, very visibly eroding the Polisario. In these respects, the ordinary citizen requires controlling the activity of policy makers, required to elect, dismiss and, where appropriate, punished. And lo, perhaps, the last ratio of widespread discontent.
is clear that the management carried out by the current government leaves much to be desired, as seen from the combination of the three issues raised. In fact, the Polisario is today, an organization less solid than it had been, the Sahrawi National Liberation Movement sees farther than before, the ability to achieve its objectives, the SADR is less successful and less success outside internally before.
the city, before the main actor of the armed struggle and located in the center of the field has been disarmed of its ideological principles and has been postponed to the last steps of the stadium. Whenever POLISARIO activity has been limited to managing specific resources, the city has become into a decorative element that can be dispensed with fairly easily. Since we've stripped of revolutionary ideological principles that had guided for many years, now we can do without it.
So, the divide between the political class and civil society is so great that we are witnessing events of extraordinary gravity: the Sahrawi citizens began to organize mass behind the political powers. The fact that a group of Saharawi sign a public manifesto, another, appears continuously to the Sahrawi institutions reveals that the political class has lost, in whole, the role of guidance that had maintained during recent years. And that is very serious.
is known, moreover, that the vast majority of Saharawi society endorses the arguments of both the Manifesto as the manifestations. After all who sign the Manifesto and those who speak in Chahif Alhafed are no strangers to the society in which they live.
face of increasing opposition movement, our leaders, not just matching method. The marathon tour which led them by the four 'wilaya' and Alhafed Chahid, amongst others, have enabled them to take the pulse of society. This pulse takes them confirmed their worst fears:
"Society demands the reform of the system;
-charged society the political class the ills of the System;
"The national unity around the quality of the Polisario as the sole and legitimate representative of the Saharawi people is beyond doubt;
And all of this answer, according to some reports, with the announcement of the creation of a Committee of Reflection. And lo, the time to take the pulse of our leaders is precisely the time, form and composition of the Reflection Committee announced. Undoubtedly, the election, origin and diversity of the members of the Committee shall be the test of cotton to calibrate the real intention of the Power to respond to the impulses of society. Veremos.
